அஞ்சாமை ஈகை அறிவூக்கம் இந்நான்கும்
எஞ்சாமை வேந்தற் கியல்பு.
(குறள் 382: இறைமாட்சி அதிகாரம்)

anjAmai Igai aRivUkkam innAngum
enjAmai vEndhaR kiyalbu
anjAmai – fearlessness
Igai – charity
aRiv(u) – wisdom
Ukkam – effort
innAngum – these four
enjAmai – not diminishing
vEndhaR(kku) – ruler’s
iyalbu – demeanor
What are the four desirable qualities of a ruler? A ruler should have the following by nature; they should be fearless, charitable, wise, persevering with boundless energy, says vaLLuvar.
vaLLuvar has said in two different verses in later chapters of “pagaimAchi” (natpiyal – friendly relations) and “iDanaRidhal” (arasiyal – politics). Both are said for the rulers under different topics of discussion. The first verse says, one who is fearful, unwise, with no good qualities, and is not charitable is easy to be won by foes. It is exactly the same thought, expressed differently and is said in the context of consequence. (“anjum ariyAn amaivilan IgalAn thanjam eLiyan pagaikku”). The second verse focuses on fearlessness, wherein it says, when a deed is done with a lot of forethought and planning, there is no need for any support other than fearlessness! (anjAmai allAl thuNai vENDA enjAmai eNNi iDaththAl seyin).
Kambar, in his attempt to praise Dasaratha’s glory of political governance, says he had top rated wisdom; did not steer away from ethics meant for a king like him; had a patient demeanor and flawless strength; He was generous, charitable, and was centered in his justice. He was a king of such great qualities. In fact these qualities were at his beck and call to take his orders to serve him.

தமிழிலே:
அஞ்சாமை – எதற்கும் பயப்படாத தன்மை
ஈகை – வள்ளன்மை
அறிவு – தேர்ந்த ஞானம்
ஊக்கம் – தளராத முயற்சி
இந்நான்கும்
– என்னும் இவை நான்கு பண்புகளும்
எஞ்சாமை – குறையாதிருத்தல்
வேந்தற்கு -ஆளுபவருக்கு
இயல்பு – அவரோடு இயைந்தவையாக இருத்தல் வேண்டும்
நாட்டை ஆள்பவருக்கு, இயல்பாக இருக்கவேண்டிய நான்கு பண்புகள் யாவை? எதற்கும் பயப்படாத தன்மை, வள்ளன்மை, தேர்ந்த ஞானம், வினைகளை செய்து முடிக்கும் தளராத முயற்சி என்பவையே அவை. அதுவும், அவைகள் குறையாதிருத்தலே அவர்களுக்கு இயற்கையிலேயே இருக்கவேண்டியதாம்
இக்குறளோடு இயைந்த கருத்தாக, “அஞ்சும் அறியான் அமைவிலன் ஈகலான், தஞ்சம் எளியன் பகைக்கு” (863) என்று வள்ளுவரே எண்பத்து ஏழாம் அதிகாரமான நட்பியலின்கண் வரும் பகைமாட்சியின் கீழ் கூறுவார். இதுவும் ஆளுவோருக்காகக் கூறப்பட்டதேயாம். ஆள்வோர்க்கு அஞ்சாமை வேண்டுவதை, மற்றொரு குறளிலும் கூறுவார் வள்ளுவர். “ அஞ்சாமை அல்லால் துணைவேண்டா எஞ்சாமை எண்ணி இடத்தாற் செயின்” என்னும் குறள் அரசியல் பகுதியின் இடனறிதல் அதிகாரத்தில் வருகிறது (497)
கம்பரும் இதே கருத்தை, அரசியல் படலத்தில் இவ்வாறு கூறுகிறார்.
“ஆதிம் மதியும். அருளும். அறனும். அமைவும்.
ஏதில் மிடல் வீரமும். ஈகையும். எண் இல் யாவும்
நீதிந் நிலையும். இவை நேமியினோர்க்கு நின்ற
பாதி; முழுதும் இவற்கே பணி கேட்ப மன்னோ”
முதன்மையாகிய மெய்யறிவும், தனக்குக் கூறிய அறநெறி தவறாமையும் சாந்த
குணமும் குற்றமற்ற வலிமை பொருந்திய
வீரமும் கொடையும், நீதியின்கண் நிற்றலும் போன்ற நற்பண்புகளாகிய மற்ற அரசர்களுக்குப் பாதியே
நின்றன அக்குணங்கள் முழுவதும்
இந்தத் தசரத மன்னனுக்கே ஏவல் கேட்டு நிற்பனவாகும் என்று தசரத மன்னனின் பண்புகளைச் சிறப்பித்துச் சொல்லுகிறார் கம்பர்.
