64: (Ministers -அமைச்சு)
Before the end of this middle and major canto on wealth, 35 chapters are organized under 6 major sub-cantos all discussing the state of cabinet of a ruler; the sub-cantos are: ministerial help, national security, commerce, defense, allies, and citizenship.
[The first chapter of the first sub-canto is on “Minisiters” that a ruler keep by side to advise , guide, and support him. This chapter discusses the traits of a minister, his sharpness, perceptiveness, and his loyalty to his country, citizens and the ruler. The strategic and intellectual companionship of a ruler are his capable ministers.]

கருவியும் காலமும் செய்கையும் செய்யும்
அருவினையும் மாண்டது அமைச்சு.

கருவியும் – ஆற்றும் துணை கருவிகளும் (அமைச்சர் தொழிலுக்குண்டான கல்வி, திறன்)
காலமும் – உரிய நேரத்தில் உரியன ஆற்றும் திறமை
செய்கையும் – செய்யும் செயல்வகை
செய்யும் அருவினையும் – செய்யத் தேர்ந்தெடுத்த வினை
மாண்டது – இவற்றை ஆராய்ந்து அறிந்து செய்வோரே
அமைச்சு – தேர்ந்த அமைச்சர்
இவ்வதிகாரத்தின் முதற்குறளில் ஒரு அமைச்சனுக்கு இருக்க வேண்டிய இலக்கணத்தை வரையறுக்கிறார் வள்ளுவர். தேர்ந்த அமைச்சனொருவன் தான் செய்கின்ற செயல்களின் தேவை, இயல்பு, பயன் கருதி, பின்பு அச்செயல்களைச் சிறப்பாக ஆற்றுதலுக்குத் தேவையான கருவிகளை (கல்வி, திறமை) கைக்கொண்டு, செய்வதற்கான உரிய நேரத்தையும் தேர்ந்தெடுத்து, செய்பவன். “எண்ணித் துணிகக் கருமம்” என்பதை முற்றிலுமாக உணர்ந்து செய்பவனே அமைச்சன்.
சிறு நெம்பு கோல் பெரிய எடையைத் தூக்க பயன்படுவதுபோல, சிறு முயற்சியால் பெரும் பயனைக் கொள்ளச் செய்பவனே அமைச்சன். கம்பராமாயணப் பாடல், மந்திரப்படலத்தில், அமைச்சர்கள் மாண்பை கீழ்காணும் பாடலில் இவ்வாறு கூறுகிறது.
காலமும் இடனும் ஏற்ற கருவியும் தெரிந்து கற்ற
நூல் உற நோக்கி, தெய்வம் நுனித்து, அறம் குணித்த மேலோர்;
சீலமும், புகழ்க்கு வேண்டும் செய்கையும், தெரிந்துகொண்டு,
பால்வரும் உறுதி யாவும் தலைவற்குப் பயக்கும் நீரார்;
Transliteration:
Karuviyum kAlamum seykaiyum seyyum
aruvinaiyum mANDadu amaichchu
Karuviyum – the tools needed to perform the job (education, skills)
kAlamum – knowing when to do what
seykaiyum – knowing how to do it
seyyum aruvinaiyum – the tasks that have been carefully chosen to do
mANDadu – doing it knowing how to execute successfully
amaichchu – define the true minister
In the very first verse of this chapter, vaLLuvar defines how a minister should be. A learned and capable minister must know what tasks are important, how to do them, what tools are required to do them, and what the appropriate time to do each task is. As earlier said in a different verse, a minister must live by the code “think before act” – “eNNith thuNiga karumam”.
Like a small lever helps to lift a big weight, small amount of effort must benefit big; a person who works with suck skill is a minister.
A thoughtful minister is the one that chooses right ventures,
Knows how to,when to and with what tools to rulers’ rapture”
