கண்ணோட்டத் துள்ளது உலகியல் அஃதிலார்
உண்மை நிலக்குப் பொறை.

கண்ணோட்டத்து உள்ளது – அருள் நோக்கினை கொண்டிருப்பதில்தான் இருக்கிறது
உலகியல் – உலகின் முறையான இயக்கத்திற்கு இன்றியமையாத வாழ்வியல் முறை.
அஃதிலார் – அத்தகைய அருள் நோக்கினை கொள்ளாது ஆள்பவர்கள்
உண்மை – இருப்பது (ஆள்வோராக)
நிலக்குப் – இப்பூமியின்
பொறை – பொறுமைக்குச் சோதனையான சுமையாகும்
அருள் நோக்கான பார்வையை உடையவர்களின் கருணையான பார்வையிலேயே இவ்வுலகம் நிலைபெறும் வாழ்வியல் உள்ளது. அத்தகைய நோக்கு இல்லாத ஆட்சியாளர்கள் உலகில் இருப்பதே இவ்வுலகுகின் பொறுமையைச் சோதிக்கும் சுமையாகும்.
சென்ற அதிகாரத்தில் கல்லாதவர்களைத் துணையாகக் கொண்டு ஆள்வோனை நிலத்தின் பொறுமைக்குச் சுமையாகக் கூறினார். அதனோடு தொடர்புடையதுதான் இக்குறளும். கல்லாதவர்களைத் துணைகொண்டவர்களுக்குக் கனிவான அருள் நோக்கு இருப்பது எவ்வாறு?
நாலடியார் கடுஞ்சொல் கொண்டு, அருள் நோக்கு இல்லாது, பிறர் துன்பத்தில் உவப்பவர்களை “கீழ்மக்கள்” என்றே கூறும்.
“கடுக்கெனச் சொல்வற்றாம், கண்ணோட்டம் இன்றாம்
இடுக்கண் பிறர்மாட்டு உவக்கும், அடுத்தடுத்து
வேகம் உடைத்தாம், விறன்மலை நன்னாட!
ஏகுமாம் எள்ளுமாம் கீழ்”
நான்மணிக்கடிகை, “கண்ணோடார் செற்றன்னர்” என்று அவர்களை இரக்கமற்றவர்கள் என்கிறது. மற்றொரு பாடலில், “யார் கண்ணும் கண்ணோட்டம் இன்மை முறைமை” என்றும் சொல்கிறது. ஆனால், இங்கு கண்ணோட்டம் இன்மையென்பது, ஒருதலையாக, நடுவு நிலையோடு இல்லாமல் இருப்பதைக் குறிக்கிறது. இவ்வதிகாரம், கண்ணோட்டத்தைக் கருணயுள்ள பார்வை என்னும் உயர்பொருளிலேயே சொல்கிறது.
Transliteration:
kaNNoTTath thuLLadu ulagiyal ahdilAr
uNmai nilakkup poRai
kaNNoTTaththu uLLadu – having compassionate glance towards subjects
ulagiyal – the code of coduct for the world to function properly
ahdilAr – when a person (more specifically the ruler) does not have it
uNmai – when they live ( as rulers)
nilakkup – for the earth
poRai – a burden to test its patience
Because of the compassionate glance and outlook of people (specifically rulers) life on earth for everyone will go about in normative way. A Ruler lacking that is in fact, a burden, testing the patience of the earth.
In the last chapter, in one of the verses vaLLurvar said, a ruler having fools as managing companions or ministers would be a burden to earth. This verse is also linked to that verse. When fools are the company of a ruler, how would he have a kindly outlook towards subjects?
nAlaDiyar, says such person with, no compassionate outlook (glance), harsh words, and have enjoyment in others miseries is a lowly life on earth.
Another sangam work nAnmaNik kAdigai calls them merciless people, who are gleeful at others miseries. The word kaNNOTTam also indicates being one-sided towards the people that are close, and being blinded to their follies. The word is not used in that sense in this chapter.
“The compassionate glance establishes the normative life
Ruler lacking that is indeed, to earth, a burden and strife”
