பிரித்தலும் பேணிக் கொளலும் பிரிந்தார்ப்
பொருத்தலும் வல்ல தமைச்சு.
(குறள் 631: அமைச்சு அதிகாரம்)
பிரித்தலும் – பகைக்கு உறவானோரை, அவரிடமிருந்து சூழச்சி வகையான் பிரித்தலும்
பேணிக் கொளலும் – ஆள்வோர்க்கு துணையானோரை பாதுகாப்பாக நல்லுறவிலேயே வைப்பதும்
பிரிந்தார்ப் – ஊழ்வலியாலோ, அல்லது வேறு காரணங்களாலும் பிரிந்து சென்றோரை
பொருத்தலும் – மீண்டும் உறவிலே சேர்ப்பதும்
வல்லது அமைச்சு – யாருக்கு இயலுகிறதோ, அவர்களே அமைச்சர்கள் எனப்படுவோர்
இக்குறள் அமைச்சருக்கு உண்டான சூழ்ச்சி வகைகளாக, கடமைகளாக மூன்றினை முன்வைக்கிறது.
ஆட்சிக்கும், ஆள்வோக்கும் பகைவருக்கு உறவாக இருப்பவர்களை, பகைவரிடமிருந்து பிரிப்பது முதலாவதாம். பகைக்குப் பகையை நட்பராகக் கொள்வதும் இவ்வகையைச் சேர்ந்ததுதான். முக்கிய குறிக்கோள் பகையை வலுவிழக்கச் செய்தலே.
இரண்டாவதாக, அரசுக்கு இணக்கமான நல்லோர்களையும், வல்லோர்களையும் அரசின் பக்கபலமாகவே இருக்க, அவரை பொருள் கொடுத்தும், மற்ற வழிகளில் புரத்து பாதுகாப்பதாலும், அவரை அரசின் பக்கமாகவே இருக்கச்செய்வது.
மூன்றாவதாக, ஏது காரணம் பற்றியோ அரசோடு பிணக்கிச் சென்ற உறவிலுருந்தோரையும், சில நேரங்களில், முன்பே கூறியப்படி, பகைக்கு உறவானவர்களையும், உறவில் கொண்டு சேர்த்து, அதை அரசுக்கு அரணாக அமைப்பதும், அரசை வலுவுறுத்துவதும், அமைச்சரின் கடமையே.
Transliteration:
Piriththalum pENik koLAlum pirinthArp
Poruththalum valla damaichchu
Piriththalum – to alienate enemies from their friends and allies
pENik koLAlum – doing more to retain the friends of the state
pirinthArp – well intentioned people that left earlier for some reason
Poruththalum – bring them back to fold of the state by doing whatever it takes
Vallad(u) – whoever is able to do this successfully
Amaichchu – is the true and capable minister
This verse gives three primary and important capabilities of a minister.
Primarily, to alienate the enemies from their allies and friends is an important aspect of weakening the enemies; this indirectly strengthens the state. Even making enemies of enemies as friends belongs to this tactic.
Secondly, to strengthen the good and helpful, well intentioned friends of the state by taking care of their interests and welfare in timely fashion, so that they remain loyal and friendly to the state.
Thridly, to bring back people that were friendly once and went sour for various reasons, to the side of the state is a lot of diplomatice effort. The same is true to bring the friends of the enemies of the state to be on states’ side; both must be done by capable ministers.
All of the above serve as a protecting fortress for the state and to strengthen the state.
