குடிதழீஇக் கோலோச்சும் மாநில மன்னன்
அடிதழீஇ நிற்கும் உலகு.
(குறள் 544: செங்கோன்மை அதிகாரம்)
Transliteration:
kuDithazhIik kOlOchchum mAnila mannan
aDithazhIik niRkkum ulagu
kuDithazhIik – taking citizens along with care
kOlOchchum – and gives a just rule
mAnila – this vast land ( of any country)
mannan – king, ruler
aDithazhIik – under the umbrella of his rule
niRkkum – would want to live
ulagu – this world
It is but natural that all citizen would desire to live under the rule and love the ruler that protects the citizens like own kin and does what is needed for them, with just rule of unbent scepter. Again here is an obvious observation to be recorded here by vaLLuvar.
Parimelazhagar interprets the usage of “mAnila mannan” as a ruler of large country because it is only possible for such great rulers who take care of their citizens to have large country to rule. This is questionable because the history pages time and again reveal only the might of sword and the avarice to expand the power, rulers have waged wars and won other countries. Perhaps some rulers have subsequently extended their good governance to the citizens of countries they have won.

குடிதழீஇக் – குடிமக்களை அரவணைத்துச் சென்று
கோலோச்சும் – நல்லாட்சியை வழங்கி, கோல் கோணாது ஆளுகின்ற
மாநில – மிகபெரிய நிலத்தை (நாட்டை) ஆளும்
மன்னன் – அரசன், ஆளுவோன்
அடிதழீஇ – அடி இணை நிழலில் (அவனுடைய கொற்றக் குடை நிழலில்)
நிற்கும் – நின்று வாழ விரும்பும்
உலகு – இவ்வுலகம்.
தம் நாட்டு குடிமக்களை தம் சுற்றம்போலே அரவணைத்து, அவர்களுக்கு வேண்டிய செய்து, செங்கோல் தளராது, நீதிமுறை நின்று நல்லாட்சி நடத்துகின்ற ஆட்சியாளரின் ஆட்சியின் கீழ் குடிமக்கள் வாழ விரும்புவார்கள் என்கிற உள்ளங்கை நெல்லிக்கனி கருத்தே இக்குறள் சொல்லுவது.
அத்தகைய ஆளுவோர் பெரிய நாட்டினை ஆளுவார்கள் ஆதலின் “மாநில மன்னன்” என்று வள்ளுவர் சொல்லுவதாகக் கூறுகிறார் பரிமேலழகர். சரித்திரப்பக்கங்களில் நல்ல ஆட்சி கொடுப்பதற்காக ஆட்சி விரிவாக்கம் செய்தவர்கள் என்று யாருமில்லை. தங்களின் ஆட்சியின் எல்லைகளை படைவலி கொண்டு விரிவாக்கி பின்பு குடிகளை நன்கு பாதுகாத்ததாகத்தான் வரலாறுகள் தெரிவிக்கின்றன.
