இயல்புளிக் கோலோச்சும் மன்னவன் நாட்ட
பெயலும் விளையுளும் தொக்கு.
(குறள் 545: செங்கோன்மை அதிகாரம்)
Transliteration:
iyalbuLik kOlOchchum mannavan nATTa
peyalum viLaiyuLum thokku
iyalbuLik – As said in the books of governance codified by wisemen
kOlOchchum – holder of sceptre
mannavan – the ruler
nATTa – when rules the country
peyalum – rains without fail
viLaiyuLum – and abundant crops
thokku – will dwell together.
It should be innate in the rulers to govern by the codebooks of good governance given by wisemen. When such a rule is held by scepter, it is but natural that in that country, rains without fail and plentiful crops are together. Once again a technique often used by vaLLuvar to drive home a point is – “given that, this”, is employed in this verse too.
The word use of “iyalbuLi” has been used in KambarAmAyaNa in the same context to denote the innate nature of a good rule. The thought of rains without fail and abundant crops in the country ruled by just rulers is an ancient one as they denote prosperity of country.
gODa nachiyAr (ANDAL) in her famous thiruppAvai songs also says, “ thInginRi nADellAm mAdam mummAri peidu – Ongu perunj channel UDukayal ugaLa” – Plentyful rains and abundant crops have been desired measures of prosperity from ancient times and many poets have expressed this in their poetry. Seeing Godhead as the ruler and the ruler as the Godhead are also thoughts from antiquity.

இயல்புளிக் – இயல்பு வழி என்றாகும், அதாவது நூலோர் வகுத்த நீதிமுறைகளின் வழி
கோலோச்சும் – செங்கோலாட்சி செலுத்து
மன்னவன் – அரசனாகிய ஆளுவோன்
நாட்ட – அரசினை ஆளும்போது
பெயலும் – அங்கு பருவம் தவறாது மழையும்
விளையுளும் – குறையாத விளைச்சலும் இருப்பது
தொக்கு – அதனுடைய உள்ளுரையாக, அதோடு ஒட்டிவருவது
கற்றறிந்த நூலோர் வகுத்த நீதிமுறைகளே ஆட்சியாளருக்கு இயல்பாயிருத்தல் வேண்டும். அவ்வியல்புகளின் வழி நின்று, செங்கோல் கொண்டு அரசாட்சி செய்கின்ற ஆள்வோர் நாட்டிலே பருவம் தவறாது மழைபொழிவதும், பெருகிய விளைச்சல் இருப்பதும் ஒட்டியே வருவன. “அது அவ்வாறாயின், இது இவ்வாறாகவே இருக்கும்” என்கிற வகையிலே நிறைய குறட்பாக்களை வள்ளுவர் செய்துள்ளார். அவற்றுள் ஒன்றிது.
கம்பராமாயாணப் பாடல் “இயல்புளி” என்ற சொல்லை பயனாக்கி, மன்னவர்கள் அரசாள்வதை இவ்வாறு கூறுகிறது. “இன்னவை தகைமையென்ப வியல்புளி மரபின் எண்ணி மன்னரசியற்றி” .
பாடலின் முழுக்கருத்தையும் ஒட்டி, திரிகடுகப்பாடல், “வெஞ்சின வேந்தன் முறைநெறியிற் சேர்தலும் திங்கள் மும்மாரிக்கு வித்து” என்று கூறுகிறது. புறநானூற்றுப் பாடல், “கோஓல் செம்மையின் சான்றோர் பல்கிப் பெயல்பிழைப் பறியா புன்புலத்ததுவே” என்கிறது.
திருப்பாவையில் கோதை நாச்சியாரும் (ஆண்டாள்) “தீங்கின்றி நாடெல்லாம் மாதம் மும்மாரி பெய்து ஓங்கு பெருஞ் செந்நெல் ஊடுகயல் உகள,” என்று “ஓங்கி உலகளந்த நாயகனை” பற்றி பாடுகையில் சொல்வதைப் பார்க்கலாம். மழைபொழிவும், மிகுந்த விளைச்சலும் ஒன்றாகப் பேசப்படுவதை இங்கும் காணலாம். அரசனும் காக்கும் கடவுளும் ஒன்றாகக் கண்டதினால்தான் இறைவனை ஆள்பவனாகவும், ஆள்பவனை இறைவனாகவும் கண்டனர் கவிகளும், அறிஞர்களும்.
