57: (Not doing fearful deeds – வெருவந்த செய்யாமை)
[In this chapter vaLLuvar stresses the importance of a king being not fearful to his subjects, his ministers by his deeds or words or thoughts. Being so, will place the king as despotic or tyrannical. Though a king may be just and not tyrannical in nature and deeds, if his words, deeds and thoughts are fearful, still he would be construed as a tyrant]

தக்காங்கு நாடித் தலைச்செல்லா வண்ணத்தால்
ஒத்தாங்கு ஒறுப்பது வேந்து.

தக்காங்கு – குற்றம் நிகழ்ந்தவிடத்து, அதைத் தக்கவாறு
நாடித் – ஆராய்ந்து
தலைச்செல்லா – அக்குற்றம்போல் மீண்டும் அக்குற்றவாளி செய்யாமாலிருக்கும்
வண்ணத்தால் – வழியை உறுதிச் செய்யும்படியாக
ஒத்தாங்கு – குற்றத்திற்கு ஏற்றமுறையிலே
ஒறுப்பது – தண்டிப்பதே
வேந்து – ஒரு வேந்தனுக்குக் கடமையாகும்
வெருவந்த செய்யாமை அதிகாரம், ஆள்வோர் தாமும், தம்முடைய அமைச்சர்களும், குடிமக்களும் அஞ்சும்படியான எண்ணங்கள் கொள்ளாமையும், செயல்கள் செய்யாமையும்பற்றி கூறுகிறது. ஒரு குற்றவாளிக்குக் கொடுக்கப்படும் தண்டனையும் அவனை மீண்டும் அக்குற்றத்தின் வழியோ, அதே போன்ற மற்ற குற்றங்களின் வழியோ செல்லாதிருக்கும்படியாக இருக்கவேண்டும். பெரும்பாலும் குற்றங்களுக்குத் தண்டனை குற்றத்தின் வீச்சத்துக்கு ஏற்றவாறே இருக்கவேண்டும். நீதிமுறைத் தவறிய தண்டனை எல்லோரையுமே அச்சுறுத்துவதாம்.
குற்றம் நிகழ்ந்தவிடத்து, அதைத் தக்கவாறு ஆராய்ந்து, அக்குற்றம்போல் மீண்டும் அக்குற்றவாளி செய்யாமலிருக்க உறுதிசெய்யும் வகையிலே, அக்குற்றத்திற்கு ஏற்ற முறையிலே தண்டனை அளிப்பதே ஒரு ஆள்வோனின் கடமையாகும். தண்டனையாகவும் இருக்கவேண்டும், அது பிறரை அச்சுறுத்தும் வகையிலேயும் இல்லாதிருக்கவேண்டும். இதுவே இக்குறள் சொல்லும் கருத்து. நீதிசெய்யும் நேரத்தே பிறர் அஞ்சும் வகையிலே செய்வது தவறாகும். இதுவும்கூட எல்லாக் குற்றங்களுக்கும் பொருந்தாது. கொடுங்குற்றங்களுக்கு கடுந்தண்டனைகள் அஞ்சத்தக்கவை அல்ல.
Transliteration:
thakkAngu nADith thalaichchellA vaNNaththAl
oththAngu oRuppadhu vEndhu
thakkAngu – when a crime happens, properly understand
nADith – inquire, and come to a conclusion as to who has committed
thalaichchellA – and for the criminal to not do the same crime again
vaNNaththAl – in a way assuring that
oththAngu – according to the nature of crime, appropriately
oRuppadhu – punishing the criminal is
vEndhu – is a rulers duty.
This chapter deals with a ruler, not doing deeds that are fearful to self, his ministers and the citizens alike. When a crime is investigated and the culprit is punished, that should deter him from doing the same or crimes of similar nature again and again. The punishment should be appropriate for the crime, not one that is unduly harsh or soft. Either case will make others fearful of the rulers’ sanity or resolve to rule the country with just and firm hands.
The punishment must be appropriate for the crime, yet not make others fearful, is the implied meaning. This does not apply to capital crimes. Capital punishment is indeed necessary for such big crimes and are not fearful.

Will not do the same again, is the just rulers proper act”
