கடிதோச்சி மெல்ல எறிக நெடிதாக்கம்
நீங்காமை வேண்டு பவர்.

கடிது ஓச்சி – குற்றத்துக்காக தண்டிக்கும் போது கோளை வன்மையாய் எறிய ஓங்கி (கண்டிப்பில்)
மெல்ல எறிக – அதை மென்மையாய் தாங்குபவர்க்கு அளவுக்கு மிஞ்சிய தண்டனையாய் தெரியாமல்
நெடிது ஆக்கம் – நீண்டகாலம் நல்லாட்சி செய்யும் திறன்
நீங்காமை – தம்மைவிட்டு நீங்காமல் இருக்க
வேண்டுபவர் – வேண்டும் ஆள்வோர்.
குற்றம் நிகழ்ந்தவிடத்து, அதைச் செய்தவரைத் தண்டிக்கும் ஆள்வோர், அக்குற்றத்துக்காக அவரை வன்மையாகக் கண்டிக்கவேண்டும், மீண்டும் அவர் அக்குற்றச் செயலில் ஈடுபடாமல் இருக்க. ஆனால் குற்றத்துக்காக தண்டனையை வழங்கும்போது அதில் மென்மையும், அளவுக்கு மிகாதவாறும் இருக்கவேண்டும். இல்லையெனில் தண்டனை வழங்கப்பட்டவருக்கு தாம் செய்த குற்றத்தைவிட அதிகமாக தண்டனை வழங்கப்பட்டதில் வெறுப்பும், முழு நேர குற்றவாளியாகும் முனைப்பும்தான் இருக்கும். இல்லையெனில் நாட்டினருக்கும் ஆள்வோர்மீது நம்பகத்தன்மையை இழக்கச்செய்து, ஆட்சியினையே நீடிக்காமல் செய்துவிடும்.
கண்டிப்பும் வேண்டும், கனிவும் வேண்டும் ஆள்வோர்க்கு. கண்டிப்பில்லையெனில் ஆட்சியின்மீதும், ஆள்வோர்மீதும் மக்களுக்கு நம்பிக்கை இராது. அதே போன்று தண்டனை வழங்கும்போதும் கனிவும், மென்மையும் காட்டாத அரசிடமும் மக்கள் நம்பிக்கை இழப்பர். இவற்றால் ஆட்சியின் நீட்சி நிலைபெறாது.

kaDidOchi mella eRiga neDidAkkam
nIngAmai vENDu bavar
kaDidu Ochi – When punishing for crimes, must display strictness
mella eRiga – yet when rendering punishment, must go soft
neDidu Akkam – staying in power long
nIngAmai – without losing the power
vENDubavar – those who desire that
When the crime happens, the ruler must show extreme strictness towards the culprit, yet go soft in the real punishment. This will instill and encourage crime deterrence in the citizens and believe in the just and kind rule. If the ruler shows excess punishment to any culprit, that will only bring dissentment in citizens and will also make the rule itself unstable, unsustainable. Even for the punished, it will only bring more animosity instead of giving an opportunity to repent and correct. On the otherhand, it may make them fulltime criminals.
Even today, the primary aim of penal code is to correct the criminals not to punish them physically to hurt them. Only in the cases of capital crimes, capital punishment is given. Only such justices will stay to rule long.
