தெரிதலும் தேர்ந்து செயலும் ஒருதலையாச்
சொல்லலும் வல்லது அமைச்சு.

தெரிதலும் – செய்யும் பணிகளில் ஏற்றவையை அரசுக்கும் ஆக்கமானவையைத் தேர்ந்தெடுத்து
தேர்ந்து செயலும் – அவற்றை செய்வதில் தேவையான திறமையோடு செய்வதும்
ஒருதலையாச் சொல்லலும் – ஏற்றவொரு பக்கம் சார்ந்து துணிவோடு பேசுவதும்
வல்லது அமைச்சு – வல்லவர் எவரோ அவரோ அமைச்சராகும் திறனுள்ளவர்.
இக்குறள் வினைகளாற்றும் வகையாலே, ஒரு அமைச்சருக்கு இருக்கவேண்டியனவாக மூன்று திறன்களைக் கூறுகிறது. முதலாவதாக, அமைச்சர் செய்யும் அரசுக்காற்றும் பணிகளில் எவை அரசுக்கு ஆக்கமும், குடிகளுக்கு நன்மைகளையும் தருவனவோ அவற்றைத் தேர்ந்தெடுக்க வேண்டும். இரண்டாவதாக, அவ்வாறு தேர்ந்தெடுத்த பணிகளை ஆற்றும் போது, தேவையான திறமைகளைக் கொண்டு, திறமை மிக்கவர்களைக் கொண்டு செய்யவேண்டும். மூன்றாவதாக, வினையாற்றும் போது, ஒருபக்கமாகப் பேசுவதற்கான கட்டாயங்கள் ஏற்படும் போது, யார் பணியாற்றுவதற்கு உறுதுணையாக உள்ளார்களோ அவர்கள் பக்கத்தில் துணிவோடு பேசும் திண்மை வேண்டும்.
பரிமேலழகர், மூன்றாவது கூறினை விளக்கும் போது இவ்வாறு சொல்கிறார் பணியை நிறைவேற்றும் போது, சிலரைப் பிரித்தாள்வதும், சிலரை பகை நிலையிலிருந்து (முந்தைய குறள்களில் கூறியவாறு) மீட்டு பொருந்தச் செய்வதும் தேவையாகிறது. அத்தகு தருணங்களின் துணிவோடு தன் நிலைப்பாட்டை பேசுவதும், பிறர்க்கு எடுத்துச் சொல்வதும் அமைச்சருக்குத் தேவையே, என்கிறார்.
ஒர் அமைச்சன் தன்னுடைய ஆற்றலால் அடுத்து வருவனவற்றை முன் கூட்டியே கூர்த்த மதியால் உணர்தலும், அதற்கு ஏற்றவாறு தாம் செல்லும் பாதையை திருத்திக்கொள்வதையும், கம்பர் மாரீசவதைப் படலத்தில், “ஆற்றலால் அடுத்ததெண்ணும் அமைச்சரை”, என்கிறார்.
சிறுபஞ்சமூலப் பாடல் இக்குறளில் பேராற்றல் உள்ள அமைச்சருக்கு இருக்கவேண்டியனவாக, அவன் அறிந்திருக்க வேண்டியனவாக இவ்வாறு கூறுகிறது.
“தன்நிலையும் தாழாத் தொழில்நிலையும் துப்பெதிர்ந்தார்
இல்நிலையும் ஈடில் இயல்நிலையும் – துன்னி
அளந்தறிந்து செய்வான் அரசமைச்சன் யாதும்
பிளந்தறியும் பேராற்ற லான்”
வள்ளுவர் குறளில், மூன்றாவது கருத்தை கொண்டு கூட்டித்தான், அறிந்து கொள்ளவேண்டியுள்ளது. அக்குறை கருதி, அக்கருத்தை கீழ்காணும் இரு குறள்கள் வாயிலாகச் சொல்ல முயன்றிருக்கிறேன்.
Transliteration:
Theridalum thErndu seyalum oruthalaiyA
Sollalum valla damaichu
Theridalum – choosing the important tasks required for governments’ well being
thErndu seyalum – Doing them gathering apt skills (people, tools, training) required
oruthalaiyA sollalum – Advocacy for the cause and people selected to work
vallad(u) amaichu – who is capable for above three, fits to be a minister
This verse lists three traits of a capable minister. Firstly, a minister must carefully assess which of the tasks undertaken are beneficial to the government, and the citizens; secondly, with the right skills (self or hired) and management must accomplish the undertaken tasks; thirdly, when performing duties, sometime taking sides that are conducive to the accomplishment, is imperative and a minister shall be fearless in stating his reasoning and advocating for his decisions regardless of who the authority is and what hurdles may be faced.
This third point is rather important for todays’ executive branch that supports the political class, which is mostly practices servitude with slave mentality. Parimelazhagar while discussing the third point argues along thoughts expressed in the prior verses, that alienating some people (from enemies) and bringing back some people, even if they have parted ways earlier, should be brought back if the tasks need such posture. This makes sense, though vaLLuvars verse is not that easily understandable to imply as such.
Abundant references in other literary works are there that allude to the thought conveyed in this verse. In kamba rAmayaNam, kambar emphasizes the forethought for a minister that can assess (“ARRalAl aDuththadeNNum amaichcharai”) what is to come based on heuristics, past statistics that has defined the present trends.
Since the verse in general and especially the third point is not easily surmisable from the original verse, two verses have been written to make the point clear and comprehensible.
“That who thoughtfully chooses the tasks, do them with apt skills assimilated
be affirmative and advocate the decisions taken is the minister sophisticated”
