உறுபொருளும் உல்கு பொருளும்தன் ஒன்னார்த்
தெறுபொருளும் வேந்தன் பொருள்.
(குறள் 756: பொருள்செயல் வகை அதிகாரம்)
உறுபொருளும் – நாட்டிலுள்ள வளங்களும், உடையார் இன்மையின் வந்த பொருளும்
உல்கு பொருளும் – வர்த்தகம் மற்றும், மக்களிடமிருந்து பெறும் வரிப்பணமும்
தன் ஒன்னார்த் – தம்முடைய பகைவரைப்
தெறுபொருளும் – வென்று பெறும் திறைப்பணமும்
வேந்தன் பொருள் – ஒரு வேந்தனுக்கு உரிய செல்வமாம் (அரசுக்கு)
இக்குறள் ஒரு அரசின் செல்வமாக கருதக்கூடியவை எவையென்று சொல்லுகிற குறள். இப்பாடலில் வேந்தன் என்றது, அரசின் தலைமையைக் குறிப்பதாகும். நாட்டிலுள்ள எல்லா இயற்கை வளங்களும் அரசினுடையதே; உறுபொருள் என்பதை பரிமேலழகர் உரை, உடையார் இன்மையால் அரசுக்குச் சேரும் செல்வம் என்கிறது. அதுவும் உண்மையானலும், ஒரு அரசுக்கு உறு பொருள் என்பது நாட்டின் வளங்களால் பெறப்படும் செல்வம் என்று கொள்வதே பொருந்துகிறது. ஓர் அரசின் வருவாய் அந்நாட்டின் வர்த்தகம், மற்றும் மக்கள் வருவாய், வாங்கும் பொருள், இருக்குமிடம் இவற்றின் மீது அரசு விதிக்கும் வரிகளைக் கொண்டே ஈட்டப்படுகிறது. இவற்றைத் தவிர பகைவர்களை வென்று அவர்களிடமிருந்து பெறும் திறைச் செல்வமும் அரசுக்கே சொந்தமானதாம்.
ஆக இயற்கை வளங்களாலோ, உடையாரின்றி பெறப்பட்டதாலோ பெறப்பட்ட செல்வம், வரிப்பணங்கள் தரும் செல்வம், அல்லது பகைவரிடமிருந்து பெற்ற திறைப்பணம் போன்றவையே ஓர் அரசு நடத்துதற்கு ஈட்டும் வருவாயும், செல்வமுமாம்.
பொய்கையாரின் இன்னிலைப் பாடலொன்று, இக்குறளின் கருத்தையே இவ்வாறு கூறுகிறது,
கால்கலத்தால் சேர்பொருளும், கண்ணற்றார் தேர்பொருளும்
நாலிரண்டாற் கூடு நலப்பொருளும் – கோல்தாங்கிக்
கோடும் அரசிற்கு உரியாமே தொல்புவிக்கீழ்
ஆடும் பொருளோடு அணந்து.
இருவேறு கருத்துகளுக்கு இடமிருப்பதால், இருவிதமாகவும் இன்றைய குறள்கள்.
Transliteration:
uRupoRuLum ulgu poruLumthan onnArth
theRuporuLum vEndhan poruL
uRupoRuLum – All the natural wealth and unclaimed estate wealth
ulgu poruLum – the taxes obtained through many avenues
than onnArth – from the enemies
theRuporuLum – indemnity, tribute collected
vEndhan poruL – belong to the rule and the government.
This verse lists the wealth of a rule. Though the word vEndhan means the king, it is appropriate to interpret as “rule”. All the natural resources are nation’s wealth and they belong to the rule. But Parimelazhagar interprets “uRu poruL” as unclaimed estate of the nation. It makes sense to interpret the word as all that belong to nation. The taxes collected for merchandise, commerce, property and individual income are all sources of income for the nation too. Apart from this, as per the norms of his times, vaLLuvar has listed the tributes or indemnities collected from the enemies after winninng over them, as part the wealth earned by the state.
So in essence, wealth of natural resources or unclaimed estate, tax income, and the itributes collected from enemies are all the collective sources of income earned by the state.
Since the verse is subject to interpretation for the word, “uRu poruL”, two alternate verse are given here .
“Unclaimed estate or all natural resources, tax income from the state
and the tributes from enemies are all the wealth earned by the state”
